The Inactivity Spot triggers when motion is not detected. It expects a busy environment, and triggers when things get a little too slow (or completely stop). Use the Sensitivity slider to specify the level of motion below which the Hot Spot triggers. It's also a good idea to tune the Continuous and Cool Down options.
The percentage reading next to Hot Spot is the amount of detected motion (where 0% is no motion and 100% is black to white flickering.)
